application at the present time, this means that we
are not prepared to recognise any claim by the Chinose
Communists to govern China or any part of it.
4. As a further corollary to the policy outlined
above, His Majesty's Government are ready to lend their
moral (but not material) support to the National
Government in any efforts the latter may make to achieve
unity and develop a strong, stable government on a
broad, democratic basis, as provided in the Moscow
Declaration. Unfortunately, as will appear in a later
section, the efforts which were being made along the sc
linos under General Marshall's aegis last year have
been abandoned, and open civil war now rages in
China.
